Re-defining Data Sovereignty and Platform Governance

Summary of the TikTok U.S. Sale and Ownership Restructure

President Donald Trump signed an executive order authorizing the sale of TikTok’s U.S. operations, ensuring that 80% of the new American entity will be owned by U.S. and non-Chinese investors. Oracle, Silver Lake, and Abu Dhabi’s MGX will collectively hold approximately 45% of the shares, while ByteDance will limit its stake to 19.9%.

The objective of this transaction is to enhance American control over user data, algorithms, and content security. The deal, which values TikTok U.S. operations at about $14 billion, is framed as a way to ensure Americans’ privacy and platform integrity are protected, in accordance with new U.S. national security legislation. The order also postpones enforcement of the “ban” statute until January 2026, giving parties time to finalize all regulatory clearances and implementation details.
